The public tender to award the Concession in Project Financing with Energy Performance Contracting (EPC) and Result Guarantee in order to refurbish and manage 61 public buildings owned by 11 Municipalities in the Province of Lecco – Italy, has been successfully concluded.
The public tender was conducted by the Procurement and Contracts Department of the Province of Lecco, as Contracting Authority on behalf of 11 consortiated municipalities: Airuno, Cernusco Lombardone, Imbersago, Lomagna, Merate, Missaglia, Montevecchia, Olgiate Molgora, Robbiate, Paderno d’Adda and Verderio.
The present total annual costs of the grouping, for Natural Gas, Electricity and O&M amount to just over one million Euros and the minimum investment required to obtain at least 20% of monetary savings have been set to € 1,400,000.
The winning ESCo, Siram Spa, offered over 3.5 million euros of investment guaranteeing 38.2% of energy savings, of which 14% as immediate budget relief for the Municipalities of the grouping for a duration contract of 15 years. The tender offer provides that the savings are shared between the ESCo (86%) and the Municipalities (14%) for the duration of the Concession. At the end of the contract, 100% of the savings are attributable to the Municipalities.
The entire tender was developed and implemented thanks to a contribution of € 320,000 paid by the Cariplo Foundation to cover the costs of Technical Assistance (TA), namely: energy diagnosis, energy and economic baselines setting, terms of reference, contractual arrangements drafting, bidding evaluation system, monitoring procedures, results verification and reporting.
The TA activities have been carried out by an Advisoring group headed by the law firm Gianni, Origoni, Grippo, Cappelli & Partners (GOP), associated with “Esco del Sole srl” as engineering firm and “Studio Caramelli” for the aspects concerning the monitoring and verification of results.
It should be noted that Siram Spa has correctly interpreted the spirit of the call for tender that reiterated global design with reference to the balance between envelopes insulation, plants upgrading and the use of renewable energy sources. Actually, the winning project includes approximately 11,000 m2 of insulation, 420 m2 of new thermal break windows, low emission glass and cavities with Argon gas, 80 kW of solar photovoltaics distributed over 10 plants, the installation of 15 heat pump water heaters to replace the same number of electric boilers. On the thermal side, there are 30 new condensation boilers for a total capacity of over 5,200 kW, the replacement of a hundred heating elements and the installation of more than 1,150 thermostatic valves. On the lighting side, the project involves the relamping of more than 9,000 luminaires with LED lamps and the installation of presence sensors and dimmers. Finally, the installation of Building Energy Management Systems (BEMS) is planned for all buildings, as well as the adaptation to current standards on 40 buildings.
Lastly, the project proposal includes the construction of a mini-district heating plant powered by biomass (wood chips) to serve two buildings in the Municipality of Missaglia and the upgrade to nZEB (nearly Zero Energy Building) of the childhood school of the Municipality of Paderno d’Adda.
The proposed system for energy performance monitoring and accounting based on its Energy Efficiency Center (Hubgrade) is interesting and certainly at the cutting edge, interfaced with all buildings and adhering to the guidelines of the International Performance Monitoring & Verification Protocol (IPMVP).
Furthermore, the proposed modalities for implementing the user behavior modification programs, especially for employees and the school population, are worthy of mention. These programs include: permanent communications based on information boards and information brochures; dynamic communications via LCD screens installed in 25 schools and in all 11 municipalities reporting real-time trends in climate, consumption and renewable energy production; meetings with citizens to raise awareness on the topic of energy saving; training courses annually for employees, lecturer and students; interdisciplinary teaching laboratories and finally organization of energy saving competitions for the adoption by the students of good energy saving practices for fixed periods of time and comparison of the results obtained.
Finally, an in-depth analysis of the submitted dossier seems to show how, in defining the proposal of Guaranteed Energy Saving (38.2%), Siram Spa acted in a precautionary manner. In fact, from the examination of the project drawings, it seems possible to achieve a Real Energy Saving of over 50% with a good margin of extra-savings. If this were to be achieved, on the basis of the 50/50 extra-savings contract split, the Municipalities as a whole could benefit from an additional annual budget reduction of around € 50,000.
